Monthly Meeting information and GC Report

The two motions on the floor passed

  • The motion by brother Ruocchio to temporally change dues allocation passed by secret ballot 28 Yes 9 No votes
  • The motion by brother Spratt to amend the bylaws passed and the bylaws will now be forwarded to the international for approval

We had a guest speaker Senator Joe Vitale, http://www.senatorjoevitale.org/  he is aware of our current contract situation and offered support to our union leadership.

There was very detailed talk on our contract negotiations and last weeks PEB recommendations (attached) please see a member who was present or a local 60 officer for more details.

PEB 248

Attached is the PEB recommendation this is our first step in securing a new agreement and the consensus is favorable, it is a big document so we will be reviewing and checking our numbers but we wanted to get it out to members ASAP. Please remember this a recommendation from the PEB and not an offer from the carrier some points can and will be negotiated. Please read the document and become familiar with the RLA  process, and the stage we are currently at. This is far from being resolved but we are one step closer to having a agreement with NJT.

Below is the email and breakdown we received from coalition leadership;

We just received the PEB report and overall the results appear good.  Bottom line is 18.38% compounded wage increases over 6.5 year term, and 17.54% increases net of health and welfare contributions.

  • 1/1/17  2.5% thru 1/1/18 amendable date
  • Plan design changes recommended: $15 doctor visits; $70 emergency room; mandatory mail order prescriptions.
  • Cert Pay is 20 mins. at straight-time rate for shifts worked as a conductor, pro-rated for partial shifts.
  • Recommended new hire 401(a) contributions phased in over 5 years but still based on gross pay.
  • No recommended work rule changes.
  • No recommended changes to ridership passes.

We are still making a full evaluation.  So stay tuned for more.

KRONOS Trial at MMC

I had previously announced in my June GC report about a trial run of this new payroll system at the MMC. The contractor is almost ready to “go active” in a very small test group of assignments. The crews that will be affected will be instructed on the new system and its capabilities prior to it going into this test operation. This test run is to see what bugs need to be worked out and discussed before the Carrier moves forward in a  large-scale effort. Once the test results are back I will be meeting with the Carrier to go over the results.  I had asked for this operational test in a proactive gesture so we could see in advance any problems that may arrive from using this system. I will keep everyone up to date with information as it becomes available.

PEB #248

The PEB hearings concluded last week in Newark NJ. The PEB panel will provide us with their “non-binding recommendations” the week of August 17th. The process of the hearings themselves were both enlightening and intense, with long days filled statistical reports delivered by both sides. The historic all female PEB panel of Chair Wesman, member Deinhardt and member Kenis did an thorough and in depth job of asking questions and clarifying all reports put before them. The Coalition attorneys, Carmen Parcelli and Beth Roma, were outstanding in explaining in great detail our proposal to the panel. Tom Roth, who is the Coalition’s statistician, was above reproach when delivering his analysis of our financial impact review. Joel Parker, the Coalition spokesman to the PEB panel, was superb in giving the timeline on how and why we are still without a contract at this point in time. I will announce any PEB news as it becomes available in the coming weeks.
