Rule L-1 item B Information
Your GC would like to offer clarification on the revision of the L-1 and until some questions are answered by the carrier he is asking members to always follow the safe course and report any issues to the local 60 office and the safety hotline 877-806-8283. This is an additional responsibility added to an already full workload, and members need to follow all rules and work as safely as possible to ensure our passengers and coworkers our protected.
- Please ensure you have proper PPE particularly safety glasses (clear and tinted). Entering the control cab without them is prohibited. Hearing protection is also important
- Safety Job Briefing must be done with all crew members and updated any time there is a change or any deviation from discussed plans.
- Prior to departing the last station stop before Hoboken or Atlantic City please make announcement informing passengers of remaining crewmembers location and a reminder that passengers must remain seated until crews are able to move through train to operate doors and traps, this is particularly important on MU or Arrow equipment these traps are not to be opened from the exterior of the train.
- If you have a scheduled stop at the MMC ensure employees departing and employee responsible for operating doors are in position
- Establish and test communication with remaining crew members in body of train and inform the ACD immediately and before departing if there is not a working source of communication
- Ensure you have in your possession your belongings and required books.
- Have a safety job briefing with locomotive engineer upon entering control cab as per rule L-1
- Remember that control cabs have video and audio recording and we are required to focus exclusively on the railroad
- You are required to take appropriate action to control movement of train if it not being operated safely or in violation of rules governing movement, please do so if necessary.
- You must remain on leading end till train comes to a complete stop
- Upon arrival remind engineer to remain cut in till you can secure the train or confirm that train is secure.
These recommendations will be updated when we receive more clarification from NJ Transit and we are asking all members to continue to work professionally and safely as we always do
Hoboken Update 10-5-16
- The remittance window outside the superintendents office should be open Wednesday afternoon, and will have payroll advice and checks, checks will be available at Newark Penn Station information booth till 200pm.
- There is a temporary remittance window in Secaucus it is on the south mezzanine level for crews not going into Hoboken
- Power is limited in Hoboken terminal many offices are not available including medical call first
- There is a work order number for all time-cards associated with the incident LO52756 place this number in top right hand corner, this is to be used for any additional time or any yard assignments directly related the accident.
- There is no time line for full service back into Hoboken report as normal and follow instructions from supervision or in their absence call the ACD
- There is no phone service to the control center (call the ACD) or the Hoboken yardmaster (emergency cell phone 973-573-8116)
- Please keep track of your time and make sure you have proper rest, call an officer with any questions and document who orders you to do all trains and or moves.
- NJ Transit supervision has expressed their gratitude for everyone’s cooperation during this difficult time and wanted members to know they appreciate your professionalism and assistance.

Hoboken Update
Hoboken assignments will sign up at normal location (sign up room behind control center) for the remainder of weekend 10-1 and 10-2, supervision will be there to direct crews.
Trains will originate out of Hoboken without passengers, trains will run extra between HB and Secaucus or HB and NWK Broad. And will turn as directed by dispatchers/ROC
If you need to retrieve something from the locker rooms you will need a escort.

Hoboken Weekend Service
Hoboken assignments will sign up at engine house at west end of Observer Hwy parking lot (Lot #1) Saturday and Sunday 10-1 and 10-2, supervision will be there to direct crews. Trains will originate out of Hoboken without passengers, trains will run extra between HB and Secaucus or HB and NWK Broad.
There is still no power in the terminal including locker room and offices please contact the ACD for information or direction 201-246-2780. We can access locker rooms to retrieve items, you will need an escort.
The MMC will be a temporary rest facility until Hoboken is back up and running contact GC Burkert with any issues at the local 60 office.
All other sign up locations report as normal
We are waiting on word from the carrier on daily remittance, if there are no locations available to remit, make proper notations on form, they are aware some assignments have nowhere to remit.
Hoboken checks and payroll advice stubs are available at NWK Penn Station information booth.
Monday there will be an attempt to run service into Hoboken check back for updates, we will share information from NJT and SMART-TD ASAP
Hoboken Update
We would like to report that all SMART-TD members including our BLE&T brother on 1614 have been released from the hospital and are home. Please keep all of our coworkers, passengers and family’s affected by this tragic incident, particularly the woman who was killed, in your thoughts and prayers.
SMART-TD Local 60 would like to thank all of our members and coworkers who stepped up and helped during and after the accident we applaud and appreciate you, we our proud to represent you.
Tomorrow’s 9-30-16 service plan is as follows;
Supervision will be at all sign up locations to instruct crews
Hoboken sign ups are report to engine house at west end of Observer Highway parking lot (Red Lot #1) there is a break room on right hand side once you enter building
Suffern, Woodbine and Port Jervis service will run to Secaucus
Gladstone, Port Morris, Great Notch, Long Branch (into HB only), Raritan (into HB only) and Dover (excluding midtown direct) will run service to Newark
Newark division, Dover midtown direct and Great Notch into NYP will run normal service.
This is subject to change, we are trying to work with the carrier to keep you updated.
